Create Players for Custom Rosters

Why can't we create players for custom rosters?

My friend and I have always created ourselves and put us on the same team together and played Dynasty together as a sort of co-op Road to Glory replacement, now we can't do that :( at least last year you guys included generic recruits we could edit the names of

If it's an NIL issue, why not restrict/prevent the names of players who opted out?
