Please make auto recruiting a per-team setting

I recently started a dynasty with two friends who don't want to handle recruiting, but I do.  Seems like it should be simple enough.  Auto recruiting is on, but as long as I use up all my hours, it should leave everything I did alone, right?

There are a handful of players that I have offered a scholarship at least 4-5 times.  They keep disappearing from my board, and getting replaced by randos.  This is incredibly frustrating.
