West Virginia recruiting bug?

Why does WV (3* team) get so few recruits who are in their top 10 interest level at the beginning of the game?? On my first test starting a dynasty I had 0 (ZERO) recruits showing in the top 10, then I tried again and got 4, then 10 and then 10 again. 

Meanwhile, my tests with a lesser team and worse pipelines: 

• San Jose State, 2.5*, 65 recruits in the top 10 interest
• Miami OH, 2*, 115 recruits in the top 10 interest
• San Jose State, 0.5*, 67 recruits in the top 10 interest

Testing with the lowest rated 3 team (Maryland) showed 66 recruits in the top 10 interest and the lowest rated 4 team (Washington) showed 45 recruits in the top 10 interest.

All tests were done using a created coach with no changes made and all with the same dynasty settings.

How is it feasible that WV should have so few recruits in comparison to everyone else?!
