Not able to spend skill points on Physicals

Is anyone else having problems with not being able to purchase physicals? I am playing a HB and I have all the necessary stats to purchase bronze shifty but it won’t let me purchase it. It acts like I should be able to purchase it but the option doesn’t show up like it is supposed to.
