Potato bowl challenge says 3 of 4 complete.

Did all four objectives for the potato bowl and it says 3 of 4. Then the finally upgrade tokens on tebow and woodson don't work

Woodson / Tebow Max Upgrade
I have all the upgrade tokens (even the 2 you have to buy in the store) and still cannot max out Woodson and Tebow. Is this a known problem or am I missing something?
