Sets not loading or showing up in UT

For at least over a week now, no sets are loading or showing up. I can’t progress in the Polar Vortex challenges because there is no way for me to complete the Turbo Arm Attachment set despite having all the parts needed. 

When I go into Sets, the screen is blue as it normally is with the Sets Menu on the left side but no actual sets populate for me to add items to (see attached picture). I have obviously restarted the Xbox completely but don’t know what else to try.
