NIL adjustments

We should be able to adjust NIL ourselves by star grade and position. 3 stars should not be free, and QBs should cost much more than some other positions. It is currently too easy to get a team full of free 3 stars for a small school that should be paying 3 stars and relying on developing free 2 stars until the program is improved.
