The recruiting issues are a Dynasty-breaking problem, and has been going on since CFB 25 from what I can tell. This post on r/NCAAFootballSeries breaks down the problem perfectly. I'm posting his graphic showing the signing classes at the end of the season for awareness.
This is why after a couple years, too many schools are barely scrapping by in the mid 50s – they simply aren't singing anyone and the CPU isn't building teams with any logic. Makes no sense and needs to be a priority fix in the first patch. Someone else suggested even a quick solution like "have anyone not signed, walk on at a school. Make it random, make it their hometown school" to fill in roster spot.
Until this is fixed, I don't see a point starting a Dynasty despite all the new features and changes.
