Auto subs are broken

I’m playing a realistic qb RTG. My starting rb will almost never finish a game or even play in the 2nd half because he gets all the carries until he gets subbed out for good for my backups. I’ve adjusted every auto sub setting I can to try to get a rotation of rbs but it won’t work. Should be a simple feature to get to work but it will not work and really ruins my game.
