All download files missing in command and conquer generals after installation

Can anyone help solve a problem with Command & Conquer Generals / Zero Hour after installing the game and repairing it several times the Download folder  where the games are suppose to be located have no games there , if there in the cloud I can't find them. no icons of the game are present the documents location has both gamedata folder but for some reason the Zero Hour game will not save any files? How can I solve this issue , please help. Thank you
