Ah, the problem is actually that the game doesn't recognise DirectX versions that are newer than 9. The game can't actually use the DirectX 10 or DirectX 11 that is installed on windows machines by default nowadays.
The solution is simple; install DirectX 9:
- Download the DirectX Redistributables package from June 2010. Be sure to uncheck any other junk they want to add to it. It should be a file called "directx_Jun2010_redist.exe".
- Run the downloaded file. It'll ask for a folder to unpack in. Make a new folder somewhere on your disk and unpack it there. It doesn't matter where you unpack it; it can be deleted afterwards anyway.
- Go to the folder where you told it to extract.
- Find "DXSETUP.exe", and run that to install the missing components.
- After the installation finished, delete the folder you unpacked everything in.
well, I have no clue what to say to you guys. I have tried both of these fixes, and neither have worked. I don't know if I screwed something up along the way or something, but I followed the directions to a T. As far as I could tell anyway. So idk what the hell this thing's issue is, but I guess I won't be playing command and conquer 3 on it.

Can you tell me honestly if you've installed any patches or modifications/mods for the game or made any manual modifications to the game or something? 🙂 Also make sure to update your graphics driver and make sure to set it so in your graphics card control panel that the game runs on your dedicated graphics card (AMD or NVidia) and not the crappy integrated HD graphics. Does that work for you? Which of the CNC-games from the Ultimate Collection run or also don't run on your PC?
Sorry it took me so long to reply, I kinda dropped the issue entirely due to distractions and other things in life. Im pretty sure my drivers are up to date, and it seems that CnC3 and RA3 are the only ones with this issue. I have installed and been able to play Red alert 2, which makes me think the issue is localized to these two games for whatever reason.
