changing the lanquage and cant reinstall command and conquer collection

Dear Sir/Madam

I bought a new computer. I wanted to reinstall my bought games on my new pc, but I cant see the command and coquer collection  anymore on my account to downlaod, when I check the history of bying, the games isnt even in the history. 

Also I cant seem to change my screen from French to Dutch or English, which makes it difficult to comprehend the messages. And I changed my preference in my personal file.
