This should be asked at the official C&C forums. But I guess I can answer you. It's simply a management decision from EA; the game is largely unchanged. This is also to counter accusations of not supporting the game post release, with a F2P game they won't be able to get away with it. As soon as they stop supporting it people will stop buying from the store and they won't get any money. As opposed to a traditional model where they are literally losing money by supporting the game. Once it's released people buy it EA gets its money and they have no short term interest in supporting it.
