Summarize your bug When reassigning the Hotkeys to new keybindings, it causes them to execute twice after restarting the game. Example 1: Changing the New/Legacy Graphics toggle from "spacebar" to another key works when first assigning the new hotkey. After exiting the game and starting it up again, tapping the new key does not toggle the graphics swap. You must hold the button to switch graphics and when you let go it switches back. Example 2: Assigning a unit (infantry or vehicle) to a new hotkey works the first time. After exiting the game and starting it up again, the next time you press that hotkey to queue up the unit, it executes twice. (If you press your new hotkey for a Nod Buggy for example, it will queue up two Nod Buggies with every hotkey button press)

Steps: How can we find the bug ourselves? See the examples above about assigning a new hotkey. It works when first assigned. After exiting the game and starting it up again, the hotkey will now forever execute twice with each key press.
What happens when the bug occurs? The hotkey doubles execution every time. This negatively affects unit build queueing, Legacy/new graphics swaps, and hide/open sidebar commands.
What do you expect to see? Assigning a new keybinding for a hotkey command should only execute once with each key press, even after exiting the game and starting it up again.
