Why not just build more helipads instead? They're cheap and build really fast.

I used to do that, but then I found that my airstrikes are just so much more convenient and much quicker to send out again with each chopper having its own pad.
Of course, when I had multiple choppers per pad, I was using my Apaches as strategic bombers. Six can kill a Soviet Construction Yard, even if there's a SAM site. Now I use them more tactically, against Soviet tanks and V2s, so I need them to get back and reload in a hurry so I can send them out again.

If you're that stingy about Money on Helipads, I'd recommend using only 2 Heli's/Orca's per Pad, number each set as Squad 1 and Squad 2. While one is on mission, the other is reloading. Once you get used to it, it becomes rather quick to do. More effective on 2 or 3 Pads with 4 or 6 Units respectively. It losses efficiency after the 2:1 Ratio, since you spend more time reloading units onto pads manually.
