Ah, this can happen if old installs aren't "Deauthorised". Please contact support, and they should be able to help you out with this.

I've the same problem as well, and contacted support almost 5 times by now. The advisors couldn't figure it out. I narrowed it down to the verification that is needed before running the game, and I may have put in the wrong code. This is weird, I bought through Origin and put in the code, but it just shows up like this now with license limits error. One of the advisors even said that he's going to contact the specialists on this problem. I've no idea how to solve it, but it's not the game or my computer because I've test installed on another computer before deauthorizing and uninstalling (but that computer sucks a lot worse than mine I'm using now). So, no idea how to solve this or Zero Hour technical difficulties error.
