Need help re-installing C&C Unofficial Update 1.03

My computer restarted itself during the 1.03 update setup and now every time I try to re-install it says  "The First Decade 1.03 Revision 4 has not been totally installed because of the following reason: Cannot install this program, a required file is missing, You will have to run this utility again to completely install The First Decade 1.03 Revision 4." No matter how many times I restart the program it gives me the same message and won't let me finish the update. What can I do?
