no menu in game no right panel
unable to see menus option, in game or into a mission mode. unable to see the right panel with construction option. running it on windows 10 with steam

Basically, either your video card is too old and does not fully support DirectX 11 features, or your PC has an in-built graphics card on your motherboard and it's using that one for the game instead of the high performance card.
