Outmatched all the time

Why do I almost always get opponents that are 2 levels higher? And why can't I build units or gather tiberium as fast as my opponents? I  just had an opponent that was level 11 everything and had 2 harvesters,  4 Wolverines, 3 kodiak, 3 talons, and 2 of something else that I can't remember the name of (but cost 130 tiberium to build), all before I could unlock my buildings.  This happens at least 70% of the time. Can someone please tell me how this happens?

    At this rate, its no longer cheating but modding! LOL !!!

    Is getting frequent low signals also considered cheating for the opponent? Imagine a match so laggy on one person that he stands no chance against his opponent. If the person isn't laggy but still can't order his units, then the opponent can be cheating via means of manipulating his enemy's actions.
