I feel like I repeat this advice a lot, but it really is important - Keep pressure on your opponent at all times, cyborgs are expensive, make them truly have to pay for them at the expense of other things. Thankfully there is one difference in how much advice I can give this time around because I actually have a replay of yours to watch, you have no idea how nice that is :P.
So lets take your replay above for example, your opponent went dual harvesters while you took the missile platforms, but in this circumstance taking the missile platforms is actually not the right play, your opponent is handing you control of the map and you need to take it, punishing them heavily for spending that money on harvesters by assaulting them with what at this point will be superior forces because they just spent all their money on harvesters instead of paying attention to what you are doing, its fairly likely you could have gotten at least one harvester kill and badly damaged the other then thrown that newfound income into an advantageous lead all while still likely winning the first missile.
Another thing, though this is a bit unrelated, something you'll notice from high level games is that the most common build order is barracks -> infantry -> harvester; the reason for this is that its important to scout your enemy early to know what they are up to, if they're going to rush you early and how much leeway you have to be aggressive against them, like say, if they go straight for two harvesters.
Otherwise all I can tell you is to use those riflemen against cyborgs, yeah its a huge pain to build them late game and they aren't the most effective but the actual answer you're looking for (snipers) doesn't unlock until level 12 for some reason and gdi is lacking in that area before then. Well, and good strongarm turret positioning while they're engaging riflemen can make their retreat difficult without taking a bunch of damage, or you could always go with the counter I used against them up until I got snipers - Ion Cannoning them from orbit, it may not be the most efficient counter in the world but it sure is effective and versatile :P
