For RA3 custom maps, do the above, and then navigate to where the game was installed, usually it's: c:/Program Files (x86)/Origin Games/Command and Conquer Red Alert 3/Red Alert 3/Data. Originally there will be a "Maps" folder there, but it doesn't come with the Origin download, especially with the Ultimate Collection. Make the "Maps" folder manually. Then inside that folder, make another folder called "Official". Place your maps inside the "Official" folder and you should be able to play your custom maps.
