Well, they did just release Gen+ZH in the latest Humble Origin bundle... which you can still buy for the next 19 hours.
On the subject of updates, um, there is literally no C&C dev team at the moment; everyone got sacked when they cancelled Generals 2.
As for online play, not really EA's fault that Gamespy shut down. The community replacement servers are at http://cnc-online.net/, by the way.
Oh, and the "How to run older Command & Conquer titles on Windows 8.1" topic has a couple more steps than just the compatibility mode. But, admittedly, it is missing the fact you need to install the June 2010 DirectX 9.0c components.
