red alert 3

hello,ive been trying to play red alert 3 on hp laptop with windows 10 and keep getting the directx 9.0 error message i have put a picture up of the error

but tried all the advise i have seen online to try and fix it any ideas or does anyone know what would be a good laptop to get to run red alert 3 on and it will work ??
