I have the same problem.Only arises on 14 missions and a little later.From what I noticed restarting the game and restarting the mission does not help.You can capture buildings with engineers.I have this bug on 14 missions during the first allied attack using the mobile gap generator.

Same here mine on 12th mission, it started happening when the 1st mobile gap generator appeared
