I own the same deck except I run Orcas vs. Mohawks

Orca's better. I'm going to replace mohawk with orca once I lvl it up to 11. Now stealth tank + infantry counter would eat my whole deck.

At what level (difference) do Orcas kill Stealth tanks?

Not sure. Same levels do. My lvl 10 orca should be able to oneshot anything less than 4000 hp, judging from lvl 10 bomber’s hp, and orca and stealth have the same damage.

Masters is unplayable now. I can't unlock orca bombers and other higher tier units that other players are playing with. 

So not only am I going up against level 10 and 11 units with my level 7 and 8 units, I'm also going up against units I cannot unlock.

Units should be unlocked at leagues as well as promotion levels. From a financial standpoint, it would make sense for you guys to unlock them at leagues as well so that people can spend money upgrading them.

I wouldn't worry too much about unlocking orca bombers etc, look at the top players and they very often use very basic units you start with. It might be partly because they tend to be higher levels since you've had them longer but they also make up really balanced decks. 

I would say having some units like the stealth tank is helpful and the orca but they are epic cards and take so long to level up. But overall you can make it to tib league with basic units and lower levels, I have both gdi and nod in tib league without anything over 10, did the same last season with lvl 9 and I haven't got the cards or credits to level up anything fancy but I have focused on cloning the stealth tank to lvl 9.

Way back, during the Early Access phase, units were unlocked based off the Sector you were in (this was also back before Leagues were introduced). This put units behind a gate, where it would take some players a long time (if ever) to get to a high enough Sector to unlock the unit. That's why we introduced Player Levels, and unlocking units based off your player level.

You're suggestion that units can be unlocked by player level OR by league, correct? While I agree that it would make it quicker to get access to all the units once you hit the higher leagues, I'm not sure it can fix your main concern - getting access to units that your opponent has - for all the levels, especially with season resets. 

Of course, I'm not a game designer, so there may be something to your suggestion that I'm just not seeing. I'll pass it along for them to take a look at 🙂
