An air unit can move above a ground unit and a ground unit can move below an air unit. This is possible. However, stopping above/below another unit is impossible because of the design of the game. No hexagon field can be occupied by more than 1 unit. So if enemy gets there first, your unit can‘t stay there and just moves away.
If you want to occupy a launchpad with an air unit, but enemy „tileblocks“ it, you can just click behind the enemy. The air unit will fly above enemy units.
This way you can steal the nuke even if a launchpad is filled with enemy units - just send air behind the launchpad, once it almost reaches the tile, move it back, then move it to the first tile and so on. The air unit will fly back and forth on the launchpad and cap the missile. This works very well with hammerheads. I usually do this when enemy has nothing but MG squads.

Yes, it can. You can move one unit of yours through another unit of yours and then, obviously, two units are in the same field at the same time. You can fly over an enemy ground unit with an air unit of yours and then, obviously, two units are in the same field at the same time.
Honestly, all of this tile blocking shenanigans is not really thought-out well. It seems like they stopped somewhere in the middle of the design process, before anybody could come up with a real proper solution, but then implemented the half-baked idea anyway to rush the game out the door.

It can move through occupied tiles, but can't stop and in most situation can't attack (except raider units).
