That doesn't work on laptops. There is no solution unfortunately.

@Aeon9 This seems to be the case, not sure why, but nvidia control panel vsync doesn't work properly for this game, nor adaptive, nor double buffered, nothing... on my desktop it works fine, but on my laptop, running the latest drivers, it doesn't work at all, not sure what the problem might be, maybe something to do with higher refresh rates? Maybe an oversight in the drivers?
Rivatuner doesn't help either, because that just limits the framerate, but it doesn't prevent tearing... sigh.

Nevermind, after troubleshooting for a while I restarted the PC and nvidia control panel vsync worked.
So basically if you're in a laptop and vsync control panel isn't working.
1.- turn it on, either set it to adaptive, "on" which is double buffered, whatever you want.
2.- Restart your pc.
3.- Open your game and make sure your vsync in-game is disabled.
Done! Worked for me, freaking finally!!!
