I solved this problem after trying everything else, by calling my ISP...I have internet provided by my apartment complex through time warner (which owns Korcett, the real provider int his case). They were able to change my "private IP" to a "public" IP, which immidiately solved my problem.
If you talk to your ISP, and ask them if there's anything they can do for customers with online gaming issues, there's a chance they'll have something for you. Good Luck!
