[XBOX] Cannot Activate Communication Array

Completed the communication array puzzle and received the message saying contact the valour. 

When I approach the console it tells me to activate communications array (A accept) but I press the button and nothing happens.

Also telling me to go to the bridge but the way point is by the tram and nothing happens when I get there. 

Tried reloading but my saves don't go back before the problem also shutdown/restart etc no luck.

Seems like a game breaker.
