Achievement not unlocking PC

Hello, the "persuasive" achievement did not unlock when requisite fulfil; i have 15 or so agents and the achievement did not unlock is there a way to resolve this?

But it should be 10... I have chose not to recruit some of the agents, I'll probably have about 15 (I have 13 ou 14 atm), so if just unlocks when you have predetermined ones or more than it should, to me, it's still bugged :/
