Broken Josephine Quest an unexpected engagement

I see a few people having this issue, but no responses from EA or possible solutions offered.
When I go to Val Royeaux to duel Josephines fiance, he is not there, nothing triggers and there is no quest marker. It is driving me nuts. Playing on XB1. can this be fixed?

Definitely bugged, going ea give some support over it, it's frustrating as you invest many hours into a quest line only for it not to work

were you able to fix it? im currently facing this issue not being able to locate or trigger it in the war map
