I solved it!
I uninstalled Dragon Age 2, then changed all the languages to English in the Origin client (both the software and the account language), and then reinstalled Dragon Age 2 and the DLCs. I had the Origin software in Italian but the game in English (including subtitles). Now it works fine.
I had asked the question at the EA support but got a different answer which had nothing to do with the language settings, so perhaps they don't know about this.

I had the exact same problem (only with german as the original software). Just in case anyone else encounters this: I downloaded my DLC from the website and installed them *again*. And the sound/voices were fine.
My guess is that Origin doesn't understand that the game isn't played in the local language and tries to install the localized DLC, causing the bug/glitch/whatever.

I have the same problem, no dlc's voices, Sebastian's quests unvoiced too.... I'm downloading the extra content manually from here https://social.bioware.com and then we will see....

Manual install works for me too.... Origin it's the problem then, funny
Apparently Origin installation doesn't create the audio folder correctly placed in
i.e. : -> Origins Games -> Dragon Age II -> addins -> da2_prc_eye -> module -> audio ( after this folder Origin doesn´t install all this content ) -> vo -> en-us -> facialanimations and vo. That's why we don't hear and see mouth movement
Happens in many dlc folders... Sebastian quests, Mark of the Assasin, Legacy... (es version at least)
It would be nice that someone fix that
