Can't Access DLC For DAI After Install

I have been playing Dragon Age Inquisition for roughly 30 hours or so, and I was reading a forum which pointed me to an upgrade spell... That was when I realized I didn't have access to that spell... I continued to dig on other DLC content, and realized I didn't have access to that either (Black Emporium, weapons such as the blade of Tiderion, etc.)

With the conclusion that the DLC was missing I checked steam to confirm it was there and it was... Guessing it may be an install issue, I just reinstalled the game after clearing everything off... Still same issue.

Then I just cleared out the steam content of the game, loaded up the EA app and installed the game from there (moving the saves over). I checked the app to make sure that the DLC is installed (attached) and loaded the game... Still nothing. I then tried starting a new game and just rushed to a levelup to check if the skills would be there... Nothing.

I have checked forums and articles on it and there are a lot of issues with Steam installs regarding DLC but I never found anything indicating the game WAS installed, DLC WAS downloaded, and DLC WAS successfully installed, and it is not present in the game.

The only thing I can think of is that I did purchase this game in EA a long time ago and never played it, steam had a dirt cheap sale "game of the year" copy with all the content so I simply purchased it there to save hassle buying the DLC for the other.

Any help would be much appreciated

    Are you logged into an account on the game's main menu? That's necessary to authenticate the DLC before it can be used.

    Do you know if your Steam purchase is linked to the same EA account as the original purchase? If so, make sure you definitely log into the account (on the main menu) that has the DLC entitlement.

                  Yes, they are for sure. I authenticate into the EA account via steam and in the EA app it indicates that the DLC is installed. Since installing the game from EA, I now have just been attempting to run it from the EA app, to take out the extra steam step.

                   This is a good question... I don't know how I would be able to confirm if I am or not. When I hit the main menu it indicates "Could not connect to the Dragon Age server." I take it this is how it verifies DLC? Is there a KA to trouble shoot server connection failure?  

    To be honest I was just playing an older game and when it didn't auth to the server, I just assumed the servers were dead due to the age of the game.
