Can't access quest
Cannot access "Here Lies the Abyss" and "Wicked Eyes, Wicked Hearts", both of which say the recommended levels are 12 - 15. I'm a level 17 and I cannot access the quests from the war room. None of ...
To do those quest you need the "power" you build up, on wartable, lower right corner lists how much you have built up. You get it for completing collection quests, closing rifts, and generally helping out around. IIRC, you need 15pts to unlock either. Once you have those 15 pts, then on the wartable click on the triangle with green bloob floating over it(indicates main quest locations) and hit unlock... Once it is unlocked you can proceed with the quest.
The level indicators are simply a reccomendation level of when Bioware considers the best times to face those quests, but you can do them any level you want, it will simply make them harder or easier depending on when you do them.
