cant complete shards in the coast quest

what shard can't you get?
I've collected all of them.

Perhaps you forgot to mark it with the ocularum.

A map with all 13 shard locations marked (as active quest)
Ones in the Green box are visible from the Ocularum by the main camp
Ones in the Red box are visible from Morrin's Outlook

Ones in the Blue box are visible from the ocularum near the second inquisition camp

Ones in the Purple box are located in the cave.

Find the matching Ocularum and try to sweep the relevant area again? You mention the cave and morrin's step ones, but definitely check all of them.
