I'm getting this issue too. PC, physical copy.
I'm past getting to Skyhold and I've got maybe five party banter scenarios total, over about 35 hours of play.
The occasions I have had banter have only ever really been in the first time I visited a particular area, for some reason.
PS4 version here, physical copy, regular edition. Playing a human male mage.
I'm about 14 hours in and have only heard my companions banter (non quest-related) about 4 or 5 times. I think Iron Bull initiated most of them.
