I'm getting this issue too. PC, physical copy.
I'm past getting to Skyhold and I've got maybe five party banter scenarios total, over about 35 hours of play.
The occasions I have had banter have only ever really been in the first time I visited a particular area, for some reason.
150h of total play, maybe 10 banters. Scary hearing someone suddenly talk, sooo rare, i stop everything Im doing so I dont disrupt it.
