can anyone please help me get rid of this 90%-96% CPU usage with spikes to 100 % and lag the whole game issue? its so annoying specs: WIN 7 64bit Msi gtx 970 intel i5 3570k 16gb ram thanks in...

Well, now that is quite curious....Your issue is 100% cpu and lag, yet what you are posting here doesn't show up that issue. Game taking 60-90% is normal, and shouldn't cause an issue lagging there....
So it sounds like homework time again for you...If you have dual monitors it will make the next step easier...
Play the game and keep Process Explorer running and get the game to start lagging and stuttering, then look at Process Explorer and see how much use DAI has, and if there is another process running.
System Idle is just a phantom catagory basically saying how much free power your CPU has, it isn't anything to worry about.
System would be an issue...
Or like I posted before, anything taking 5% or more when trying to play can be an issue.
Because simple logic dictates if the game is using only 60-90% of your cpu, then it isn't the sole cause of your cpu maxing out, so you now need to find what is maxing it..
So put Process explorer up, click on the cpu tab, so it lists your usage from greatest to least, make sure you have the slider all the way to the top and get it to act up and lets see what is causing your issue...

I have this problem as well: an incredibly high CPU usage that basically drains all life and movement from my proccessing. The really crappy part about it is that my brother and his girlfriend are able to play it on their own seperate PC's. My brother's is practically state-of-the-art beast, but his GF's is the exact same PC build as mine, but with an older and a little less efficient graphics card, so it shouldn't be the system's fault: it must be the game. I've tried nearly everything to try and boost performance except wasting more money, but I still come up with nothing.
The Lone Kerbal...find the link to the process explorer in this thread, get it, run it while playing the game, and watch your CPU use by the game and any other process that ISN'T system idle process and when you identify the one that is drawing away CPU time from the game, you will find your problem and be able to fix it.
