DAI Jaws of Hakkon

DAI Jaws of Hakkon was on my list under Frostback Mountain, but when I turned off the computer for the night it disappeared.  I have restarted the game three times since but the Jaws of Hakkon does not show up.  I checked to make sure that the DLC is still listed on the addon's list,  It is. I am at the old fort where the hakkonites are\were,  I defeated them but the door to the fort is still locked I can not start the beam to the jaws if I cant get in.  I am guessing that it's because the quest is not on the list.  So how do I get the game to recognize that I own that DLC and that is has been installed for about 10 years now.  I have played DAI several times, and this is the first time that the Jaws of Hakkon quest did not work.
