DA:I Keep import saves
Is it possible to recover deleted playthroughs with DA Keep? All choices and characters saved in Keep, but were deleted from the game (DA:I). Platform - PC.

No. The Keep does not have any of your actual game "saves".
It only stores the "choices" you made during those games for the plot-flags it's designed to capture.
