DA:I save importer fails. All dlc present and accounted for, accounts synced.

I bought a ps4 and want to continue my current playthrough on the ps3. I bought a new copy of Inquisition for ps4, went into the black emporium on the ps3 and successfully exported my save. When I went into the Inquisition main menu extras on ps4, it found the ps3 file I exported. When I tried to download it, however, I received a message: "Savefile import failed." Nothing more.

The only dlc I had for the ps3 version was the black emporium, which I downloaded and installed in the ps4 version. The ps4 version also has the dragonslayer and trespasser dlc. Why is my import failing? My accounts are synced, and it can find the export file on the ps4. Can anyone help? I really don't want to start a brand-new playthrough when I'm already 20+ hours in.
