This is not true. I have had many, actually most of my side quests, that came from NPCs that were not marked in any way. Go check out Skyhold and start talking to the heads on the map, you will start getting TONS of quests.
Also, I am currently running through the cut scene in Skyhold with Blackwall where he talks about the "Grand Tourney" while he carves that wooden horse in the stables "To keep his hands busy".....I went through this cut scene last week. Why is it back again?
