DLCs suddenly don't work...

Hi, I have Dragon Age Ultimate Edition.  I've had it since last year and generally had no problem with DLCs.  Now all of sudden, they don't work.  I first noticed that after talking to Levi Dryden at Camp, Soldiers' Peak did not open up as it should.  Then I went to Sulcher's Pass and took the rod, but Honnleath didn't become available.  I notice under "Options", all DLC are listed as "unauthorized."  Is this causing them not to work?

Could this be mod-related?  On this latest run-through, I'm using both the "Improved Atmosphere" and "Dragon age Redesigned" mods.
