Dragon Age Inquisition - STEAM - I don't have access to the DLC'S

Hello, I bought the game via Steam "Game of the Year Edition" but I don't have access to any DLC or additional content provided by the version of the game I bought. I've tried to contact them via chat and they directed me here. I have an 84-hour save that won't let me start it because a message appears saying that I have to download the DLCs in order to load the save. I go to Steam and see that they are all properly installed.
