I reinstall directx and vc2013 from \Origin Games\Dragon Age Inquisition\__Installer and game finally start.

How do you know if your laptop reaches minimum requirements? Listing a name of a product of a video card or driver means nothing to me. What are you comparing it to?

Well, I don't know if anyone has posted this here already, but I just figured it might perhaps help some people who had this issue for the same reason as myself and a friend of mine for whom this solution worked just fine, too.
I am playing on a notebook with a NVIDIA graphics card and (just) a dual core processor. The processor has nothing to do with the problem, at least not in my case or the one of my friend.
What me and her needed to play was the NVIDIA Game Ready Driver. I would post a link, but I'm only able to find the German site, so just google and install it. If you do not already have it installed, you need the NVIDIA GeForce Experience first.
For the graphics card of the friend I mentioned, the Game Ready Driver was not recommended which is why her graphics card told her, there would be no newer driver available. She tried it anyway and it worked out. I am not saying that this will work all the time and that there's no risk if according to NVIDIA, the driver is not for your card spefically, all I'm saying is that it worked for her and it might be worth a shot.
I don't know if this will help anyone and I'm sure there are plenty of other reasons why this error might occur. I really hope you all find a solution soon if this here does not work for you. Exactly my problem.

I am so tired of this **bleep**!. When will EA fix this bug??? First I got the game working when put Origin off while playing the game. Now even this doesn't help!!

I am currently playing on my laptop. I have to update dx, VC and run a repair every single day in order to play Inquisition. more of a pain in the **bleep** than it could possibly be worth. I only have the one computer, and it annoys me to have bought this game knowing that my comp was well above spec, but still needs to be "repaired" every single day in order to play this game. I've updated all my drivers, and fixed my settings, now I need someone to give me a solution. I don't want a band aid that needs to be reapplied every day.

Had the same problem for my laptop.
But didn't have the problem on my desktop.
Inside desktop is:
CPU: i7-4770k (Quad-Core)
GPU: R9 280X
RAM: 8GB
Windows 8.1
Inside laptop is:
CPU: i5-2450m (Dual-Core)
GPU: 7670m 1 GB DDR3
RAM: 8GB
Windows 7
Big difference in set-up and the quad core myth could be the problem indeed.
But got it to work once or twice on my laptop.
Now i found out on my windows 7 laptop, if I run in compatibility mode (windows 7) it works.
So properties and then turn on run in compatibility mode and then select windows 7.
Worked for me. Hope it helps you and anyone else here.
Oke small addition, I changed those settings and the first time it worked immediately so I thought AWESOME, fixed it.
Probably didn't cause now it doesn't work anymore... too bad. Will continue testing and add the (hopefully i find it) solution.
Found the solution for me, Kept everything the way i described here, and turned off ingame origin. Now starts everytime, and let me play everytime.

DAI won't start for me either, it did at first, I played for an hr now I get this error when I try and start it: Directx funtion "device->Create Texture1D( &texDesc1d,desc.subResourceCount != 0 ? reinterpret_cast<const D3D11_SUBRESOURSE_DATA*>(desc.subResourceData) : 0,&texture_>m_texture1d)" failed with E_INVALIDARG ("An invalid parameter was passed to the returning function."). GPU: "NVIDIA GeForce 9400",Driver:34062
I tryied starting as admin but still get same error....anyone have any idea's? Sucks to pay that much for a game and can't even play it!!!!
