Dragon Age Origins: DLC Missing and Content Updater Won't Start

I tried to re-install Dragon Age: Origins the other day, and most of the DLC is missing.  I followed the steps to try to turn on the content updater as outlined in the missing DLC stickied posts, but the service will not start.  When I try to start it, I receive an error that "The system can not find the specified file."  The path specified for the file in Services.MSC is in the Dragon Age "Bin_ship" folder, and the file daupdaterservice.service.exe is not present.  It seems that Origin is not installing all of the necessary files to run Dragon Age content updater.  Also, using the program "DAModder" I can confim that all of the DLC is actually installed, however once in game, only certain DLC plus Awakeings are shown.  Also, the tabs to view downloading and available content are greyed out and can't be clicked on.  I have tried re-downloading and re-installing several times but nothing has fixed this problem.
