"EA Installer Touchup has stopped working", repair gets stuck

While attempting to install the game, the installer jumps to 20%, then 40%, then crashes with the message:

"EA Installer Touchup has stopped working"

I have already tried manually removing and re-installing Origin, closing antivirus and firewalls etc. None of the solutions posted here or elsewhere work..

When I attempt to repair the game, in case of bad data, it verifies the game files, then goes to "preparing repair 100%", then brings up the dialog boxes for the download, then goes to "Verifying game files" while the message at the bottom reads "Paused Repair: Dragon Age Inquisition", with the counter stuck on "00:00:44 remaining, Verifying game files: 30.57 GB/30.57 GB" and does nothing.

i have Win 8.1 & it happened today 20.01.2015 21:32, BDW does this mean patch failed to? & what is EA installer touchup? right new it is 21.01.2015 1:38AM in my location
i got the game in Nov why has it not done it before?
does it run when game runs? or does it has to always run when origine runs? maybe it happened when i exited game if it runs with game, cant remember the correct time when i exited game, with DAO pretty often when i exited game i got error about DAO stopped working, despite that i exited game, id did not stop working, i guess it had issue with exit, when i played DAO in past
i started to play 8PM its possible i was still playing when i got this error, well i wont get error messages about slamm things, my sys does that error reporitng in cilent, i notices cause i opened problem reports, maybe after patch touchup had trouble closing & when it closed it closed with error not properly? after 21:35 i ran to store across the street to buy icecream at 22 store closes & i went 10Min or 15Min before closing, its also possible that 21:35 was the time i started the game & then it patched, either way Origin showed it was compleate & when i opened origin & manually checked updates then it said game is up to date, to bad game dose not do logs about awry game launch then i would know the correct time
i looked patch note Dragon Age™: Inquisition 1.03, then i have the patch that came 20.01.2015? its yesterday when i count the clock & not the fact i haven't gone to sleep yet, then it happened after patch
my patch downloaded, but when i finished playing i went to problem reports (i do that time to time) & i so Ea installer touchup has stopped workingm, so i have no idea did it patch or not, patch note showed Dragon Age™: Inquisition 1.03, so no idea did touchup have issue at the time of patching or after, with closing the process, or maybe cause i clicked on X on Origin to close Origin right after & touchup close was delayed & so closing it sooner caused the error?
well i went to problem reports after closing the game, when i finished playing not after patch

If you go to C:\Program Files (x86)\Origin Games\Dragon Age Inquisition\__Installer and check the Properties of touchup.exe, is it running in a Compatibility mode? If not, try using Windows 7 compatibility mode. If it is in a compatibility mode, try unticking the box.

does it has to run only when update is avaliable or all the time with Origin or with game?
do u mean i should test it to & make it run manually by clicking on Touchup.exe?
EDIT:
2 more questions should i put origin & OriginClientService & all Origin & DAI connected stuff/APP'S also in Compatibility mode Win7
i have no errors & no issues with OriginClientService, but it never runs, it runs only when i close Origin & open again, it wont start with PC startup like origin, but my question is does it has to always run when Origin is running? if not then when it has to run? & whats it for?

for just in case i put Touchup.exe to Compatibility mode Win7, well se next time when game gets update, but when i got last patch, patch2 i had no problems with it
in add & remove programs the Numbers did not change, last time when i got patch the Number of Installed on date changed & DAI also moved up on the list, is it cause this patch was smaller side or was it cause of Touchup error? that it closed before it could finish sending info about installation completion to Windows sys

C:\Games\Dragon Age Inquisition\__Installer & i set it to Compatibility mode win 7 last time this happened & today it happened again despite that, last time it happened it was 20.01.2015, it was not in compatibility mode before
