I see this problem but it stems 100% from the terrible framerates during cutscenes. Some cutscenes play fine, but many dip down below 10 fps. The problem is the cutscene is going to play all animations before proceeding to the next line of dialog so you get these hilariously awkward conversations with a good 10-15 seconds of silence and staring before the next line is spoken.
Root of the issue is the terrible performance during cutscenes. I have yet to experience these cutscene problems on the Xbox One, but the PC version's cutscenes are a mess. I think the xbox one benefits from the fact that the game AND the cutscenes are both locked at 30fps. I just don't think the Frostbite engine is good at switching between locked and unlocked framerates. In fact I don't think the Frostbite engine is good for anything outside of shooters.

One step at a time, one step at a time. We don't know yet that every case with some similarity to the symptoms is exactly the same. Let the OP keep trying before shooting him down!
