Family Settings Import Help!

Hello! I have imported from DragonAge Keep, but when creating a new game it has the "importing world state from dragon age keep cannot be used due to family settings". I am playing on Xbox series S and I have allowed all access in privacy and family settings! I have also gone through the games options and unchecked all 3 boxes relating to the keep, restarted and synced and checked them again but nothing has worked!

I feel like it's probably something simple but I can't seem to figure it out, any help would be amazing!
