So the game tells me to hit "p" to level my character up..and on the level up screen it states, "Some features are currently unavailable"..then a few moments later, the text is gone, but I still can't level up. Is this an error with my game, or should I just be patient and wait until later in the story, at which point I will be able to actually spend my ability points?

I agree. This is a severe error if it's not intentional..that I hope they address ASAP..as it makes the game rather unplayable.
No need to reload the game! The last command in the skill bar (the one that looks like a sight with four arrows) is the 'disengage' command. Everyone, yourself included, will sheathe their weapons when the command is issued.
